Chandigarh (18-09-09)

With the objective of improving health care and sprucing up medical education, Union Health Ministry, Government of India has announced relaxation for establishment of new medical colleges. It is to be mentioned here that, as there was tremendous space constraint in urban areas, now the private sector would be allowed to set up medical collages on 10 acres of land instead of the present minimum 25 acres. Anshu kataria, Chairman, Aryans Group of Institutes (AGOI), said it’s a welcoming step. He said that, land is the one of the major Cost Component in the total project. Relaxing the land requirement from 25 acre to 10 acre would drastically reduce the seed investment in the project cost. He also welcomed the move of permitting the use of Govt. Hospitals under Public-Private Partnership (PPP) model.

Secondly, kataria added that because of High cost of projects only big corporates /Trust/Hospitals/ Entrepreneurs could establish Medical Colleges till date. But with the new norms, many new entrepreneurs would be attracted towards health care sector.

Dr. Zora Singh, Chairman, Indian Medical Association (IMA), Chandigarh, said that there is a huge gap between the demand & supply of qualified doctors in India .With the new norm, the number of medical colleges would increase, resulting in increase in the supply of doctors.

Dr.Singh added, the cost of establishment & running of medical hospitals involves huge cost .But with the new norms, the existing govt. hospitals would be used which would cut the cost drastically.

It is to be mentioned here that, according to planning Commission report, India Faces Shortage of about 6,00,000 Doctors, one Million Nurses, 2,00,000 Dental Surgeons, & a large Number of Paramedical Staff.

Punjabi University decision condemned by PUTIA

Chandigarh (26/08/09)

Punjab Unaided Technical Institutions Association (PUTIA) today criticized the decision of Punjabi university in which University had given permission to some ‘selected off campus’ colleges for providing MBA Courses. Dr. J. S. Dhaliwal, President, PUTIA while addressing the press conference in press club, Chandigarh said that university’s this decision has affected many AICTE approved colleges.

It is to be mentioned that chairmen from various Punjab colleges including Sh. Rashpal Dhaliwal (Chandigarh Group of Colleges), Landran, Mohali; Sh. Gurvinder Singh, (Rayat & Bahra Group of Colleges), Kharar; Sh. Manjit Singh (Doaba group of Colleges); Sh. Anshu Kataria, (Aryans Group of Institutes), Banur; Sh. Sukhdev Singla, (Indo Global Group of Institutes) Mohali gathered in press club today and decided to meet authorities in Punjab Govt against the decision of Punjabi university, Patiala.

Dhaliwal said that as per rules every college needs to get approval from AICTE to offer regular MBA programme. Even if university wants to start MBA in its own campuses, it needs to fulfill AICTE norms. He also added that university without issuing advertisement in the newspapers for inviting application to start off campus MBA, university has allowed ‘few selected colleges’ to start this course.

The members of the association demanded that the students who had opted the off campus MBA colleges should be given the opportunity to select any other college in 2nd counseling without paying counselling fees.

He also added that in Punjab Baba Farid University of health sciences, Faridkot (BFUHS) was established to regulate Medical education in the state and PTU, Jalandhar was established to regulate technical education in Punjab.

But as on date all university including GNDU, Amritsar; Punjabi University, Patiala; Punjab University, Chandigarh has stopped giving affiliations to Medical institutes of Punjab but these university are still giving affiliation to technical institutes which forfeit that objective of starting technical university and against the Punjab Technical University act. He demanded that these universities should stop giving afflation to private technical colleges.

PUTIA appreciated the step of Punjab Govt to establish a body to modernize technical Education but PUTIA demanded that representative of PUTIA should be included in this body because 98% of the technical education is being provided by private unaided colleges and they are aware of the grass root problems and the solution to these grass root problems. PUTIA also demanded that the advisory committee to the chief minister which includes Chairmen of various universities of Punjab they should also include the member representative of the associations in their advisory board.
